Background
The Paris Agreement presents an opportunity for countries to meet their climate goals and keep the world’s global temperature below 1.5⁰C. As it is the case for most developing countries, many African countries including those in the Eastern Africa region are currently seeking measures to implement their Nationally Determined Contributions (NDCs) in a bid to meet their climate goals.
Eastern Africa countries envisioned to formulate an Alliance on carbon markets and climate finance. Supported by the GIZ Global Carbon Market Project in East Africa on behalf of the German Federal Ministry for Environment, Nature Conservation and Nuclear Safety (BMU), in cooperation with the UNFCCC Regional Collaboration Center for East and Southern Africa located in Kampala (RCC ESA), the Eastern Africa Alliance on Carbon Markets and Climate Finance was established by the following countries: Burundi, Ethiopia, Kenya, Rwanda, Tanzania and Uganda.
The Alliance aims to enhance the long-term position of Eastern Africa countries to participate in international carbon markets and increase the region’s capacities to access climate finance for NDC implementation. Specific objectives of the Alliance include:
i. Promoting a common vision on carbon markets and climate finance in the region;
ii. Active and better coordinated participation of delegates from the region in the UNFCCC negotiations on market mechanisms and climate finance as well as other international fora;
iii. Supporting readiness to implement Article 6 of the Paris Agreement.
Coordinator of the Eastern Africa Alliance on Carbon Markets and Climate Finance
The Alliance seeks to recruit a Coordinator who will be recruited under the RCC ESA Ci-ACA project by RCC ESA, on behalf of UNFCCC, through the East African Development Bank (EADB). The EAA Coordinator will be offered a competitive monthly salary commensurate to qualifications and experience and hold a short-term contract of one year with possibility of extension and will be based at the RCC ESA offices in Kampala, Uganda.
Functions and Responsibilities
With guidance from the Steering Committee, the Alliance Coordinator will be responsible for, but not limited to the following functions:
1. Coordination and Management
a. Coordinate and manage the affiliation of Members (country Focal Points and their alternate) and Keep up to date the Register of Members
b. Coordinate the Legal set-up of the Alliance and management of Alliance website
c. Conceptualize and steer activities of the Alliance to ensure that its objectives are met
d. Manage, monitor and report on the implementation of the Alliance work plan and activities in collaboration with other partners
e. Manage the Strategic expansion of the Alliance
2. Strategy Development
a. Develop strategies, technical concepts, studies, project reports and presentation documents
b. Develop and lead a fundraising strategy and initiatives
c. Pro-actively keep abreast of related existing climate change frameworks at international, regional and national levels
d. Communicate, update and collect information on the developments in the climate change landscape in the different countries that are part of the Alliance
e. Ensure cooperation, regular contact and dialogue with partners at national, regional and international levels
f. Represent the Alliance at regional and international climate fora and coordinate the Alliance activities during the UNFCCC Negotiations
g. Ensure smooth communication among partners and between alliance and international partners
Educational Background
• Advanced university degree in environmental management, climate change and policy, natural sciences, engineering, economics, development studies or a related discipline is required. Combination of relevant academic qualifications and additional experience may be accepted in lieu of an advanced degree.
Required Professional experience
• At least five (5) years of progressively responsible professional experience in the management, coordination, stakeholder engagement, monitoring, analysis, reporting and representation of issues related to climate change policies is required.
Desired experience
• Experience in implementing climate change mitigation projects
• Very good understanding of the institutional framework on climate change in Eastern Africa.
• Experience in interaction and management of various stakeholders in climate change policy making, including governments, international organizations, research institutions and private sector. Prior experience and knowledge of working with Networks, Alliances, Partnerships and or Coalitions and advantage
• Good understanding of the institutional framework in Uganda and Eastern Africa
The following additional knowledge will be an advantage
• Good understanding of international bilateral and multilateral climate change mitigation frameworks such as Nationally Determined Contributions (NDCs), Article 6 of the Paris Agreement, Nationally Appropriate Mitigation Actions (NAMAs), Clean Development Mechanism (CDM), Carbon Pricing and other carbon market-based mechanisms.
• Good knowledge of international climate change discussions and relevant international frameworks such as the United Nation Framework for Climate Change Convention (UNFCCC) and the Paris Agreement
• Good understanding of carbon markets and climate finance
Language and other skills
• Fluency in English (both oral and written)
• Good communication, presentation and report writing skills
• Knowledge of project management and organizational skills
• Working knowledge of ITC technologies and related software (e.g. Word-processing, Spreadsheets, Database, Presentation etc.)
